Purpose of Adopting a Social Security and Tax Number System

The Social Security and Tax Number System assigns an individual number to every person with a certificate of residence and uses personal information that exists across multiple government agencies to confirm data about an individual in order to efficiently manage data in social security, tax, and disaster recovery matters.

The Japanese government adopted this social security and tax number system with the aim of achieving a fair and just association, enhancing public convenience, and developing administrative efficiency.

Use of an Individual Number Card as a Health Insurance Certificate

The Individual Number Card is a plastic card with an IC chip
indicating the name, address, birth date, and gender with a picture of the individual’s face on the front
and the individual number (My Number) on the back.
Insured persons have been able to use their individual number card
instead of their health insurance card
when visiting a hospital or other healthcare provider since March 2021.
Insured persons need to register this use of an individual number card on the Mynaportal website.

Schedule and Benefits of Using an Individual Number Card as a Health Insurance Certificate

Use the Individual Number Card as a Health Insurance Certificate without waiting for one issued by a health insurance association

Insured persons can receive medical care using an Individual Number Card even after joining a company or changing a job without waiting to switch their health insurance card.

*A notification to add or remove dependents is required. For more information, please see “Procedures.”

No need to apply for a Health Insurance Eligibility Certificate for Ceiling-Amount Application

Insured persons are exempt from paying more than the ceiling amount under the High-Cost Medical Expense Benefit even without the Health Insurance Eligibility Certificate for Ceiling-Amount Application.

*Individuals must bring materials such as medical cost subsidies unique to a municipality.

Start of links with specific health examination data

Insured persons will be able to check results from specific health examinations using Mynaportal.
This data can also be shared with physicians and other medical professionals with the consent of the individual.

Start of links to pharmaceutical and medical care cost data

Insured persons will be able to check the medications they have been prescribed using Mynaportal.
This data can also be shared with physicians and other medical professionals with the consent of the individual.

Simplification of filing procedures for deducting medical care cost on tax returns

Individuals will be able to automatically fill in the filing for medical care cost deductions through Mynaportal on the tax return for 2021 income taxes.

Handling of Individual Numbers at the Western Digital Technologies Health Insurance Association

Personal information which includes individual numbers is personally identifiable information and requires even more strict handling than personal information. The law restricts personally identifiable information from being used or disclosed even with the consent of an individual.
Health insurance societies are designated as persons in charge of processes using individual numbers and may only use individual numbers within the administrative scope stipulated by the Act on the Use of Numbers to Identify a Specific Individual in the Administrative Procedure.
